Montgomery Co. police say 12-year-old responsible for multiple school bomb threats — but cannot be charged

Montgomery County police Chief Marcus Jones said the child is responsible for bomb threats that targeted Richard Montgomery County High School in Rockville and Oak View Elementary School in Silver Spring.
